He is a member of the Board of the European Public Law Organisation. He is also a member of the environmental and social advisory council of the EBRD and also currently the Chair of the Bureau of the Espoo Convention and the SEA Protocol, Chair of the MOPs in 2019, elected Chair for the MOPs in December 2020 and re-elected Chair for the period 2021-2023.
George Kremlis is Honorary Director of the European Commission (EC) and was in this capacity Active Senior responsible for circular economy in the islands.
He started his career in the EC in 1981. He was a Legal advisor (from January 1981) in the European Commission’s Legal Service, with an interruption of three years (1990-1993) in Greece where he exercised the functions of Advisor to the Greek Minister of National Economy (1990), National Co-ordinator for the EEC internal market (1990-1992), Head of the EEC Committee under the Greek Prime Minister (1993), and Secretary General for European Affairs in the Ministry of National Economy (1993). During this period he was also a Member of the Greek Competition authority.
In 1995 he joined DGENV. From 1995 to 2004 he served as Head of the Legal Unit, responsible for all legal issues in the DG. From 2004 to 2005 he was the Head of the “Legal affairs and Governance” Unit, and from June 2005 to May 2013 Head of the Unit "Cohesion Policy and Environmental Impact assessments”. From June 2013 till 30 March 2018 he has served as Head of the "Mainstreaming and Environmental Assessments" Unit (former "Enforcement, Cohesion Policy & European Semester, Cluster 1" Unit); in-between, from March to August 2011, he served as Acting Director of the Directorate "Legal Affairs and Cohesion" and from June 2013 to January 2014 as Director ad interim of the Directorate "Implementation, Governance and Semester".
In his last position he was also the Chairman of the ENEA-MA (European Network of Environmental and Managing Authorities), and the EIA/SEA (Environmental Impact Assessment / Strategic Environmental Assessment) Experts Groups.
He has also served as a member of the Board of the National Centre for Environment and Sustainable Development in Greece, and as a member of the Greek Regulatory Authority for Energy (RAE). He is Founding and Honorary President of the Hellenic Environmental Law Association.
He was a lawyer of the Greek Supreme Court and at the beginning of his career he has been a Research fellow at the Centre of International Economic and European Law (1979-80), in Thessaloniki.
Visiting Professor in a number of universities, in Greece and abroad, especially on post-graduate studies. He is the co-author of a four volumes Commentary, Article by Article, of the EU Treaties (in Greek). He is also the author of a very large number of various publications, in English, French and Greek, including books and articles, on EU Policy and Law, in particular institutional law, business law, private international law, environmental law, and comparative law.

He holds a Diploma from NTUA (1982) and a PhD from the University of Minnesota (1987), both in chemical engineering. He has been a Postdoctoral Fellow at the Minnesota Supercomputing Institute (1989-90), Senior Visiting Research Fellow at the Army High Performance Computing Research Center, USA (1991), Visiting Professor at the Université de Lorraine, Nancy, France (2012), Visiting Researcher at the Fondation de Cooperation Scientifique Sciences et Technologies pour l’Aéronautique et l’Espace, Toulouse, France (2014) and Visiting Professor at the Johns Hopkins University, USA (2018-2019).
Professor A. Boudouvis teaches undergraduate and graduate courses in Transport Phenomena and Computational Methods. His research interests are in: computational transport phenomena; interfacial phenomena and especially electromagnetic effects at fluid interfaces; nonlinear phenomena including instabilities and pattern formation; multiscale analysis, model reduction and machine learning; large-scale scientific computing.
Ioannis Xifaras

He is a licensed engineer, graduate of the Electrical and Computer Engineering School of the Democritus University of Thrace. He has a master’s degree in Business Administration (MBA-international) from the Athens University of Economics and Business and a Master of Science in Computer, Telecommunications and Networks from the University of Thessaly.
He has extensive professional experience in projects of Infrastructure and Transport, Energy projects and Specialized Electromechanical Systems as well as in Infrastructure of Smart Applications. As the technical consultant of ERGOSE, he contributed in the implementation of complicated co-financed projects and the design, tendering and projects’ management of new railway projects, with emphasis in electromobility and signaling systems. He has worked as a Project Manager in Transport, Energy and Smart Infrastructures Projects in Intrakat, where he dealt with the upgrade of the 14 regional airports of Fraport, the installation, operation and maintenance of renewable energy projects, the installation of monitoring stations throughout the Natural Gas Transmission System and the installation and operation of the smart parking system of Thessaloniki central district. Furthermore, he has been the supervisor engineer in many construction projects for the National Power Transmission Operator, including the first phase of Cyclades interconnection with the Greek mainland.
He has been a Scientific Associate of the National Center for Research and Technology (CERTH) and has collaborated with the University of Thessaly for teaching the course of “Technical and Electrical Design”.
He is a member of the Technical Chamber of Greece, being elected for several years in the Chamber’s Central Delegation, while he also served as a member of the Executive Administrative Committee of the Chamber. As a representative of the Technical Chamber, he has participated in a number of committees, technical boards and working groups for drafting technical specifications, etc. He has also been a member of the Executive Administrative Committee of the Panhellenic Association of Mechanical and Electrical Engineers.
Professor Evangelos Sapountzakis
Vice Rector of the National Technical University of Athens (NTUA)He obtained his Diploma from NTUA in 1984, the MSc and DIC degrees (Concrete Structures) from Imperial College of Science and Technology of London in 1985 and the PhD degree from NTUA in 1991.
He has extensive experience (over 35 years) in the design and analysis of bridge and other largescale structural projects, while since 1996 he has provided consultancy services in various structural and transportation large scale Civil Engineering projects. He has also been a member of the Special Scientific Tender Evaluation Committee for the project: “Study - Construction, Self-financing and Utilisation of the Permanent Bridging Project of Rion - Antirrion”.
Apart from NTUA, he is also Professor of Structural Analysis at the School of Corps of Engineers of the Hellenic Army since 1986 and member of the Coactive Educational Staff of the Hellenic Open University (2011-2017). His published research work comprises 128 original papers published in international journals and 181 papers published in international conference proceedings. He is the author of 12 Chapters in books published by International Publishing Companies, 5 Technical Reports, 4 educational books and co-author of 3 educational books. He is the editor of 6 Books or Conference Proceedings. He has participated in 15 financially supported research projects, while in 11 of them as the Principal Investigator. His research work has received intentional recognition, since he is Honorary Editor, Editor-in-Chief, Academic Editor, Regional Editor, Associate Editor of international journals, member of the editorial board of 29 international journals, member of 72 scientific advisory committees of international conferences, while more than 2800 citations have been noticed in international literature (h-index=28). He is also reviewer of scientific papers in more than 60 international journals and evaluator of research proposals of Ministries of Science, Research and Development of 3 foreign countries.
Fanis Spanos
Regional Governor of the Region of Central Greece
He worked in his family business that specializes in construction and ready-mixed concrete, as an engineer from 2008 to 2010, and since 2011 as CEO of the company.
In 2010 he was first elected and served as a Municipal Councilor of the Municipality of Chalkida and as a vice Mayor of Finance, Urban Planning and Traffic Regulations. Also, served as a President of the municipal corporation for local property and chaired the municipal committee of secondary education school unit.
In May 2014, he was elected as a Deputy Regional Governor of Central Greece (regional unit of Evia) with the political scheme of Kostas Bakoyannis and 5 years later, in June 2019, Fanis Spanos was elected as Governor of the Region of Central Greece (Sterea Ellada).
Fanis Spanos was born in Chalkida (Greece) in 1984 and is married to Maria Anastasiou, a teacher and they have got three children.
Professor Anastasios I. Stamou

He has a continuous 38-years teaching, research and technological experience in the development and application of integrated 1D, 2D and 3D Computational Fluid Dynamics (CFD) models in technical works of (i) applied hydraulics (optimization of the design of channels and complex hydraulic works; dam break and flood propagation), (ii) environmental fluid dynamics (disposal of wastewater, thermal waters, and brine; indoor air circulation, pollution and thermal comfort), (iii) coastal (water circulation, renewal and sediment transport in enclosed areas and artificial islands; oil spill models; aquacultures’ pollution), (iv) eco-hydraulics (optimization of the design of fish passes; hydrodynamic-habitat models, determination of environmental flows), (v) water/wastewater treatment (optimization of the design of tanks and reactors), and (vi) water resources management (flood and sediment transport/mudflow modelling; design of flood early warning systems), including climate change impacts mainly on infrastructure works.
He has been the project leader of 35 research projects, participated in another 20 projects and authored or co-authored more than 290 publications and 300 technical reports. He has taught in many postgraduate programmes in Greece and abroad. He is member of international scientific organizations and reviewer of more than 35 journals, 40 conferences and many international research programs. He has participated as consultant and/or coordinator in more than 120 projects.
Georgios Syrianos
President of the Association of Technical Companies of the Highest Classes
From 1977 to 1981 he worked in the private sector as a freelancer in the design and construction of various projects, while from 1981 to 1989 he was part of the General Secretariat of Public Works of the Greek Ministry of Environment, Physical Planning and Public Works, working for Services responsible for the supervision of project construction.
In 1990 he joined the private sector with positions of General Manager and Technical Manager in various construction companies, specializing in the construction of complex engineering projects of all types (PATHE and EGNATIA Odos Motorways, ERGOSE Projects, Olympic Projects, Tunnels, Dams, Wastewater Treatment Plants, etc.)
Since 2007 he has been actively involved in the management of major concession projects (MOREAS S.A., OLYMPIA ODOS S.A., ATTIKI ODOS S.A., etc.). Since 2021, he is the Chief Executive Officer of ATTIKI ODOS S.A., while since 2018 he holds the position of the Managing Director of MOREAS S.A. and since 2019 of AKTOR CONCESSIONS S.A. He also holds senior posts in other companies.
Moreover, he is the President of the Association of Technical Companies of the Highest Classes (STEAT); he played an active role in the establishment of Hellenic Construction Industry Council (HCIC) and was a member of the Board of Directors of the Athens Chamber of Commerce and Industry (ACCI).
Thanos Totsikas

Thanos has extensive experience in business administration, quality management and business development in the vocational and IT training, assessment, and certification industry. Before joining FCL, he held executive positions in the training and certification body of the Hellenic Federation of Enterprises (SEV) and in ACTA SA, a spin off company of Aristotle University of Thessaloniki and certification body of persons and worked with global training and certification bodies.
He holds a BSc in Economics, an MSc in Management, Technology and Quality, globally accepted qualifications from Project Management Institute, Microsoft and Certiport, and speaks Greek, English, French and German.
Skylakakis Theodoros

He is a former MEP (2009-2014), member of the Committees on the Environment, Public Health and Food Safety, on Budgetary Control and also of the Special Committee on Organized Crime, Corruption and Money Laundering. Substitute member of the Committees on Industry, Research and Energy, on Economic and Monetary Affairs as well as of the Special Committee on the Financial, Economic and Social Crisis.
2006-2009 he was appointed General Secretary of International Economic Relations and Development Cooperation at the Ministry of Foreign Affairs. From 2003 to 2006 he was Deputy of the Athens Mayor, Deputy Mayor for Finance and responsible for the preparation of Athens for the Olympic Games 2004. He also served as Chairman of the Organization of Tourism and Economic Development Company in 2005-2006. From 1990 to 1993 he served as Advisor to the Prime Minister Constantinos Mitsotakis and Head of the Office of Planning and Communication of the Prime Minister.
He was also President and General Director of the Research Center E21 (1994-2001). From 2014 he is elected President of Drassi Party which has suspended operations in order to support New Democracy.
He has worked in advertising and communication since 1985 and has founded and managed four companies in the fields of communication (1994-1999), crisis management (2000-2006), agriculture and processing (2014-2019).
He has studied economics at the University of Athens and Management (MBA Degree) at the City University of London. He holds a Diploma from the British Market Research Society in Marketing Research as well as a PhD from the Dept of History and Philosophy of Science of the University of Athens on the matter of social tolerance to corruption.
He is married to the lawyer Helen Papapanou and they have two daughters, Marianna and Irene.
Antonios Marinos

His working career began as an editor of a periodical in Athens in the field of Informatics, Computers and Multimedia since 1993, with numerous articles, tests and presentations on ICT, until 1998. He then worked as an executive of Oracle Greece, as a project manager in a technical construction company, before moving to Brussels, as an executive of the European Commission, and in particular of the General Directorate of Regional Policy, as a desk officer of the Cohesion Fund's Transport projects for Greece.
In 2004 he returned to Greece and until 2009 he worked as a Consultant in the General Secretariats of the Ministry of Economy and Ministry for Development, having managed a variety of actions and projects, such as the design of the NSRF 2007-2013, all of the construction projects of the Cohesion Fund, “Exoikonomo” for Local Authorities, “Saving at Home”, “Allazo Klimatistiko”, the creation of the Energy Efficiency Regulation (KENAK), etc. Since 2009 he is a member of MOU S.A. as a Computer Engineer for the implementation and management of ICT work. During the period 2012-2013 he worked as an Advisor to the Minister for Maritime Affairs. Since September 2019 he has been working as Head of Office at the General Secretariat for Energy and Mineral Resources.
He was a Board Member in Asprofos S.A. and is currently a Board Member in DAPEEP S.A. He speaks fluent English, French and German. He is married and has two children.

Kostas Fragogiannis

For over 30 years, he has held senior executive positions in major companies and groups, such as Emporiki Bank, Interbank, Delta, the Vasilakis Group, Ant1, the Viohalco Group, Vivartia, and the Chipita Group, where he was also a founding member of the Group’s international operations 24 years ago. Before assuming his duties as Deputy Minister of Foreign Affairs for Economic Diplomacy and Openness, he was the Development Manager of the Chipita Group, contributing significantly to the further growth and development of the Group's international operations.
Having successfully handled development projects worth hundreds of million of euros throughout the world, he has gained invaluable experience in negotiating with organizations in countries where he has overseen investments. Through his role in the development and internationalization of companies, he has contributed to the creation of thousands of jobs, while also creating considerable added value in each country where he has been active. He was Professor in the Construction Engineering and Management Department of the School of Civil Engineering NTUA. He is currently Professor Emeritus.
He has been Private and Public Works Contractor, Vice President of the Greek Highway Fund, Intra-muros Consultant for Infrastructure and Networks in the European Commission, Technical Advisor of Motorway Concessionaires, General Manager of the Egnatia Odos (motorway) S.A. for ten years after its establishment and Secretary General for Concessions at the Greek Ministry for Infrastructure.
He has contributed in various professional and scientific activities. He is Vice President of “Sostratus”, the Association of Friends and Alumni of the School of Civil Engineering, NTUA. He is President of the Hellenic Construction Industry Council (HCIC).
Dimitris Papagiannidis
Ministry of Rural Development and Food Secretary General of EU Resources and InfrastructuresIn the government of Kyriakos Mitsotakis, he was honored in 2021 with the responsibility of the General Secretariat of Union Resources and Infrastructure, which was re-established at the Ministry of Rural Development and Food. Since 2017 he has been/holds the position of the General Manager at the MINISTRY OF INFRASTRUCTURE AND TRANSPORT in GENERAL DIRECTORATE OF STRATEGIC TRANSPORT PLANNING AND ROAD SAFETY. Under his responsibility were the EU programs of the Ministry; the approval and monitoring of the National Strategic Transport Plan 2019-2037 (ESSM); the ESS; (the program?) Road Safety 2021-2030; the sectors of "Intelligent Transport Systems-ITS" of Logistics; Air Transport (Waterways etc.); and the Sustainable Urban Mobility Plans.
For many years he was/serviced as Director and Executive in the Special Service for Public Works of Hydraulic Infrastructure Construction. He was mainly involved in the management of Large National Projects of National/nationwide Level Plumbing and Road Construction with a budget of over 2 billion €. Ιndicatively: the Acheloos Diversion Projects, Athens Water supply from the river Evinos, Water Supply Patras, Thessaloniki and Fyrlia Island of Paxron L, Straw Dam, Irrigation Networks of Amvrakia-Amfilochia, land improvement works in the area of Valtos, Aetoloakarnania, Anti-flooding works in the riparian zone of the Stream of Eschatia, Attica, and the construction of tunnels in Karpenisi, Agios Ilias Aitolo.
He was President of the Association of Civil Engineers of Greece in the period 2004-2009, and General Secretary in 1998-2004. He was President for 3 terms of DKM and is elected in the Central Delegation of Technical Chamber of Greece and in various sections of Engineers from 1990 until today. During the government of Costas Karamanlis, he was in charge of the Special Secretariat for Community Resources and Infrastructure at the Ministry of Rural Development and Food in the period 2004-2009.
He remapped the Special Services of the RURAL DEVELOPMENT PROGRAM, while he also increased the staff with increased qualifications from the MANAGEMENT ORGANIZATION UNIT OF DEVELOPMENT PROGRAMS. Furthemore, he expanded the Services and suggested to the political leadership the establishment and operation of 3 new Special Units, these of a) Coordination, b) Infrastructure and c) Implementation of Co-financed Actions of the 3rd EU-funded programs and in 2007 of the Operational Program for Fisheries and Sea 2007-2013.

He is Professor of “Planning, Management and Assessment of Technological and Environmental Investments at the NTUA (National Technical University of Athens), Professor at the ATHENS MBA (NTUA - Athens University of Economics) since 1997. He is the Coordinator of the “Environmental Economics and Sustainable Development Research Group” of the Sector of Industrial Management and Operations Research of the Mechanical Engineering School. He was the Environmental Advisor to the President of the Greek New Democracy political party and current Prime Minister.
He was President of the Greek Branch of the Waste to Energy Research and Technology Council (www.wtert.gr) coordinated by Columbia University and associate researcher of the Earth Engineering Center -Columbia University as well as visiting Professor at Imperial College-London. He was President of the Coordinating Committee of the Institute of Production and Operations Management / Hellenic Management Association.
He has been an advisor of the deputy Minister of Culture for the Olympic Games Constructions and their Post-Olympic utilization, President of the Greek Association of Environmental Protection Companies, President of the Hellenic Solid Waste Management Association (HSWMA) (now Hon. President), President of the Ordinary Environmental Committee of the Technical Chamber of Greece and member of Evaluation Committees for Investment and Energy Projects of the Ministry of Development. Furthermore, he has been member of the Board of the Organisation of Labour Residencies (OEK).and General Manager of Environmental Companies. He has organised 11 Int. Conferences and has over 100 Publications / 30 research projects.
